Can you fire a competent foreigner in your company so as to hire a local who may be incompetent as your employee? I will not, because the skills & experiences of the competent foreigner will support and help the incompetent local employee to learn more and grow rapidly, and this will change the local employee to be a competent person. What are the other actions that can be taken by the government other than emiratization in reducing the competition foreigners give their locals in the job market? Giving the Trust and the responsibilities to the competent local employee that he/she is qualified and can run the work dependly.
